Changes will soon be made to the geographic mapping and property parcel search functions on the Reno County public website.

The county has contracted with Indiana-based Schneider GeoSpatial to upgrade and manage the web portal that people can use to search for information on individual property parcels in the county, as well as property tax records. .

The county is also changing its email gateway, which should better filter and contain potential malware, Chief Information Officer Mike Matthews told the Reno County Commission on Tuesday.

New software

The new mapping software will replace the ESRI Geographic Information System (GIS) mapping that the county has used for many years, but which “is cumbersome to maintain,” Matthews said.

“When programmers are busy, it takes a long time to change something,” Matthews said. “It’s a bit clunky and difficult to use. We were looking for a new product and found Beacon.

Beacon-qPublic is the system managed by Schneider GeoSpatial, a subsidiary of Schneider Corporation.

“You can search by name, by address, by plot number or by section, town and range,” said Matthews, who introduced the Reno County commission’s new system on Tuesday by searching for his name.

“If you enter a name, you get a list of everyone with that name and can pull all the data collected by the rater,” he said.

There are additional search functions that people with restricted passwords, such as fee reviewers, can access. This could provide, for example, all the homes in the county that are considered comparable to the one being searched.

“It gives a range of attributes for a house, and you can turn on whatever you want to run the selection on,” he said.

It can also provide information about selling a property, again, to restricted users.

Another feature, when looking at a specific property, is that the user can connect directly to Google Maps, allowing placement on a street map or street view of the property.

The site will be hosted by Schneider GeoSpatial, so it won’t be on the county server, which he likes, Matthews said.

Additionally, since it is directly linked to the business, it allows users to search for properties in other locations that are also managed by the business. In Kansas, so far this includes the counties of Lyon, Miami and Wilson.

According to the company’s website, it is currently working with the top 600 counties in 26 states.

County staff are expected to be trained this week on the new site and it is expected to be commissioned for Reno County by next week, Matthews said.

“I think it’s a lot more user-friendly to use,” Matthews said. “We’re really excited about this.”

The cost of the county contract is about $ 14,000 per year, Matthews said.

Email Analyzer

On its mail system, the county currently uses a spam filter that also scans for malware and viruses before mail reaches individual users.

“It’s our first line of defense,” Matthews said. “But we don’t think the one we’re using now is performing to the standards we want to see.”

They explored the systems over the past few weeks and chose Mimecast, a London-based company specializing in cloud-based email management.

The company has 12 offices around the world and more than 1,500 employees, according to a Wikipedia post.

“We found that Mimecast does a more in-depth analysis of the email,” Matthews said. “Our current system digitizes mail at face value. This takes an email and any attachments or links and sandboxes them. It not only scans the mail for malicious content, but if the mail directs you to a second site, it will scan that second link as well.

The current system prevents the delivery of spam or suspected malware to a mailbox, so that individual users do not know what mail has not been delivered. They can check, but only if their service is generating a mailing list and individual mail needs to be removed from quarantine before it can be viewed.

“Right now we’re either quarantining or not delivering 5,000 to 7,000 emails a day,” Matthews said. “If someone calls about a missing email, it’s our job to find them. “

With the new system, users can see for themselves which emails intended for them have been blocked, without taking them out of quarantine.

“They’ll add a button on Outlook and if an email user thinks their spam hasn’t been captured, they can submit it to Mimecast,” Matthew said.

They will activate the system next week to register all outgoing mail, to establish a list of mail recipients.

This will take about 30 days and then the county will put in place its own system rules for handling emails. In 30-45 days, the system will be activated for processing incoming mail.

The cost of the system is $ 9,800 per year, Matthew said, about $ 2,500 more than their current system.

“We’ve saved money on other projects, so we have the money to do it,” Matthews told the board. “We planned to do it next year.”
